Domain name registration

1. I would like to register a third level domain under KZ, is it possible? If it is, what is the procedure of such registration?

KazNIC does not register new domain names *.kz, *.қаз.

To register a domain name you should contact one of the accredited registrars.

To register a domain *.net.kz, *.org.kz, *.edu.kz, *.gov.kz, *.бай.қаз, *.қау.қаз, *.біл.қаз, *.мем.қаз, it is necessary to provide appropriate documents certifying accessory of a registrant to ISP, non-commercial, educational or government agencies.

To register domains in zones *.gov.kz, *.org.kz, *.mil.kz, *.мем.қаз, *.қау.қаз, *.қор.қаз it is necessary to provide the following documents: a copy of a certificate of state registration of legal entities.

To register *.edu.kz, *.net.kz, *.біл.қаз, *.бай.қаз, it is necessary to provide the following documents: a copy of a certificate of state registration of legal entities; a copy of a license for educational activity (for *.edu.kz, *.біл.қаз) or activities in the sphere of telecommunications, data transmission, etc. (for *.net.kz, *.бай.қаз).

To register a domain name *.com.kz, *ком.қаз no additional documents are required.

JSC NIT makes registration in zones *.gov.kz, *.мем.қаз (tel.: +7(7172)704907, website: www.reg.gov.kz).

DBD - branch of JSC Kazakhtelecom makes registration in zones *.net.kz, *.бай.қаз (tel.: +7(727)377-71-27, 8-800-080-01-88, website: www.idhost.kz).

Registrations of domain names in zones *.com.kz, *.org.kz, *.ком.қаз, *.қау.қаз are made by all accredited registrars, excepting JSC NIT.

2. According to a new application form for registration/modification/deletion of domain names approved by the Rules for registration, use and allocation of domain space in the Kazakhstan segment of the Internet is supposed to specify the location of server hardware in Kazakhstan. What does mean the term "server hardware" and what information must be specified?

In accordance with the Rules for registration, use and allocation of domain space in the Kazakhstan segment of the Internet, a form of a template for a domain name registration, modification, deletion is changed. Please specify location of the server hardware, on which Internet resource is supposed to be located (website, mail server, ftp, etc.) in the 9th paragraph. Location of DNS-servers is not regulated.

If it is a primary domain name registration, it is necessary to specify location of server hardware located on the territory of the Republic of Kazakhstan.

If a domain name is registered before acceptance of the Rules for registration, use and allocation of domain space in the Kazakhstan segment of the Internet, regardless of the location of the server hardware, it is necessary to specify server hardware location within modification.

3. Is it possible to register a domain name under KZ, if an organization is not located on the territory of Kazakhstan?

Yes, the local presence is not required. It is necessary to contact one of the accredited registrars to register a domain name.

4. I would like to register a domain name under KZ, is it possible to use your DNS?

KazNIC does not register new domain names currently. The accredited registrars provide DNS-servers during a domain name registration.

5. I am going to register a domain name under KZ. How is it possible to find out if it is not occupied?

The whole information about registered KZ domain names is maintained in the database of KazNIC and it is available in the Internet on addresses:

6. We would like to know the minimum and maximum number of characters allowed for a domain name under all the domain categories under KZ?

The minimum number of characters is 1 and the maximum is 63 characters including 3 characters ".KZ".

Change of domain name data

1. Yesterday we sent a request to change a domain name information, when do changes take effect?

Modification request is accepted for final processing only after its confirmation from the current administrative e-mail (more details in question 2). Processing of modification requests is produced in order of their receipt during working hours (from 09-00 to 18-00, Saturday, Sunday - days off).

2. A few days ago we sent a request to modify a domain name and got a reply that it had been accepted for processing. But we don't see any changes.

Modification request is accepted for final processing only after confirmation from a current administrative e-mail. When you submit a modification request to hostmaster@nic.kz, an automated response of an initial processing is sent. If the request is properly formed, the current administrative e-mail of the domain name gets a message with a form containing an unique code to confirm the change. It is neccessary to copy a confirmation form which is located inside the dotted borders, ranging from string "Confirmation Version Number: 1.0" up to the string "End of Confirmation", insert in a new e-mail, write YES instead of NO in paragraph 3 after the colon and send to hostmaster@nic.kz. After this, request is accepted for final processing in the registration system and executed by an operator.

3. The name of our company has been changed. Now we need to change the registration data (name, address, etc.). What do we need to do for this?

In case of organization renaming you need to provide a copy of decision on renaming.

It is necessary to submit contacts modification template using the following link.

Modification of contacts will be completed when a copy of the above document and an official letter from a domain name registrant with a request to complete modification of the contacts (provide tracking numbers of applications) due to the company renaming is received by us.

4. I need to change the DNS info, what is the procedure for such update?

To change the DNS info it is necessary to fill in domain-template form and send it to hostmaster@nic.kz.

Please note that server hardware location probably has been also changed (points 9 of a template). Please verify this information from your hosting provider.

5. We are in the process of changing our IP addresses for our primary and secondary nameservers. Can you let us know the process to update the information?

To change IP addresses info it is necessary to fill host-template form in and send it to hostmaster@nic.kz (learn more in question 2).

Processing of modification requests is produced in order of their receipt during working hours (from 09-00 to 18-00, Saturday, Sunday - days off).

Please note if you change provider, you need to verify a location of a server hardware. If the data has changed, make modification of the domain name (specify a new data in section 9 of a template).

6. What authentication scheme other than MAIL-FROM are currently available?

Now also available CRYPT-PW authentification scheme.

7. What should I do to change data of the administrative (technical, billing) contact?

To change data of administrative, technical or billing contacts it is necessary to fill in a contact registration/modification/deletion template and send it to hostmaster@nic.kz.

This template is filled in if you want to change contact information (address, phone, fax, e-mail).

Modification request is accepted for final processing only after getting confirmation from a current e-mail, registered for a contact (learn more in question 2). Processing of modification requests is produced in order of their receipt during working hours (from 09-00 to 18-00, Saturday, Sunday - days off).

If a contact e-mail is not available it is necessary to send an official letter from an organization/individual, which is registered in the contact list.

If a contact is registered to a legal entity (field - "Organization name"), a letter on a company letterhead, which is certified with an official stamp and signature of a company head must be prepared. The letter must be addressed to the General Director of KazNIC Organization - Pavel Gussev. The letter must be sent via regular post.

If a contact is registered to an individual (field - "Organization name"), a signed application must be accompanied with a copy of an identity card.

Change of Registrant, Domain Registrar

1. I have some domains with your ccTLD, and we want to transfer them to another registrant. Could you inform me if it is possible and what are the requirements, cost and policy?

Two separate Registration Agreements are required to transfer a domain name. Paste both templates in one e-mail. The first template is filled in for domain deletion. You should complete Items 0 through 2 of a Registration Agreement. Item 0a should be marked as "D" or "Delete".

The second form is filled in for domain registration with a new data about a registrant and contact information. Item 0a should be marked as "N" or "New" and all other Items completed as appropriate.

Completed Registration Agreements must be sent for processing to hostmaster@nic.kz.

Transfer request will be proceeded after receipt of a letter from a current registrant of a domain name with a request to complete transfer of the domain to another registrant.

If a registrant of a domain is a legal entity then a letter should be prepared on a company letterhead, certified with company seal and signature of a manager with details of a name.

If a registrant of a domain is an individual person, he should send to KazNIC a signed letter confirmation of a transfer and a copy of an identity card. A request will be processed after receipt of a letter via regular post.

2. We would like to transfer a domain from KazNIC to another Registrar. What do we need to do?

A registrant of a domain name must submit an official request to KazNIC to get a password (transfer key) for transfer to another registrar, e-mail where a password (transfer key) must be sent should be indicated there.

If a registrant of a domain is a legal entity, then a letter must be prepared on a company letterhead, certified with a company seal and signature of a company head with details of a name.

If a registrant of a domain is an individual person, then he must send to KazNIC a signed letter with a request for a transfer key and a copy of an identity card.

The letter must be addressed to the General Director of KazNIC Organization - Pavel Gussev. The letter must be sent via regular post.

When a transfer key is received, please send it to a new registrar to complete transfer.

The validity of the received password is 15 days. It is necessary to request the password again if you have not used it within this period.

3. We would like to transfer a domain supported by another registrar to KazNIC. What do we need to do?

KazNIC does not make transfer of domain names for itself.

If an accredited registrar is no longer able to support domain names, KazNIC as the registry of the top-level domain names .KZ, .ҚАЗ can temporarily carry out transfer of domains for itself until all Registrants choose a new Registrar.

Restoration of a domain name deleted due to late payment

The registry does not provide any guarantees of a domain name restoration in the event of its removal from the Registry due to the end of the support period and the absence of further renewal within the established time frame.

1. Within what period can a domain name deleted due to non-payment be restored?

A domain name can be restored within 60 days after its removal from the Registry.

2. What to do if a domain is deleted due to non-payment?

The previous Registrant must fill out an application (pdf, doc) and send it to the email address info@nic.kz with documents attached (a copy of an identity card or a certificate of state registration of a legal entity).

The following are accepted for processing:

a) a scanned copy of the application with a tracking number attached for sending by post to the address: 180000, Republic of Kazakhstan, Abay region, Semey city, Ilyasheva street 47/2

b) an application signed with the Registrant's digital signature (ezsigner.kz)

The restoration procedure is paid. An invoice for payment is issued after a positive decision is made to restore the domain.

3. How to pay for the domain name restoration procedure?

The operator issues an invoice for payment and sends it to the email address specified in the application. The invoice is valid until the domain is no longer available.

4. How to get a password to restore a domain name

Based on the received application and payment for the service, the Operator sends the password to the e-mail address specified in the application. To register a domain, you can contact any current Registrar, providing the password.

Violations of domain names of paragraph 16, subparagraphs 1,2,4,5,6,7 of the Rules for the registration, use and allocation of domain names in the space of the Kazakhstan segment of the Internet

1. What to do if you have received a notification about your domain name violating the Rules for the registration, use and allocation of domain names in the space of the Kazakhstan segment of the Internet (hereinafter referred to as the Rules)?

If you have received a notification from the Registrar of your domain name that the Committee on Information Security of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan has identified violations of paragraph 16, paragraphs 1, 2, 4, 5, 6, 7 of the Rules on your domain name, you must take the following actions:

1. Contact the domain name registrar to receive advice on all issues of interest to you, an algorithm of actions and assistance in eliminating the violation.

2. Eliminate the detected violation.

3. If the Registrant's data for your domain name is hidden by the Registrar, you must contact the Registrar to remove the ban on displaying the data in the Registry.

4. Send an official notice to the KazNIC Registry about the elimination of the violation.

2. To eliminate the violation, you can use the Memo.

3. Sending a notification about the elimination of the violation.

The notification about the elimination of the violation must be sent to the e-mail address info@nic.kz.

The Operator processes notifications from Monday-Friday from 09:00 to 18:00, from 13:00 to 14:00 — lunchtime.

After processing, a response will be sent to your e-mail.
