Registry Registrar General Policy

1. Responsibilities of Registrar

1.1. Registrar shall have its own standard registration agreement (contract) to provide services of domain name registration and support for his own customers. This agreement should include conditions of standard Registry registration agreement, as well as Domain Name Dispute Policy. Registrar is obliged to publish these documents on his own web site before providing services. Current versions of documents must be present at the official website of the Registrar for the duration of the Registrar and shall be available for inspection by any interested person.

1.2. Registrar must provide details of the domain name registrant, including:

  • a) organization using domain name or a full name (if an individual person);
  • b) address;
  • c) city;
  • d) two-letter country code.

1.3. Renewal of a domain name should be made in advance by the Registrar.

2. Principles of interaction between registry and registrar

Software of Domain Name KZ Registry provides access of Registrars to the domain names register in real time. Interaction between registry and registrar occurs via a secure connection (SSL) protocol using EPP.

Authorization data and a certificate are issued to registrants after the Accreditation and signing of an agreement.

Access of the Registrar to the EPP server is only possible from the declared and agreed IP-address.

Breaks associated with maintenance are allowed, with a notice 7 days prior to the works.

3. Domain names statuses

3.1. Any registered domain .KZ must have at least one corresponding status.

3.2. Statuses which can be added or removed by the Registrar have the prefix "client". Respectively, statuses which can be added or removed by the Registry have the prefix "server".

3.3. It is necessary to add the corresponding record to each set status with an explanation of the reason of the installation status.

3.4. The registrar can not change the status installed by the Registry. The Registry can change or cancel the status set by the Registrar.

ok - this is the normal status for an object which has no upcoming operations or prohibitions. This status is set by the Registry.

clientHold, serverHold - stop of domain name registration without removing the data from the register. Status is set:

  • a) when the paid period of support of the domain ends, Registry sets the status serverHold with the corresponding record «Support expired». Following the renewal of the domain Registrar must inform the Registry of the fact of payment for removal of status serverHold.
  • b) in cases referred to in paragraph 12 of the Rules of the domain name registration (the name is administered in a manner that may affect the functioning of the DNS; change of the basis where domain name is registered; a dispute with a third party based on Domain Name Dispute Policy; in connection with the use of the domain name the current laws of the Republic of Kazakhstan is violated, by a decision of the Court RK);
  • c) if the registration agreement or its subsequent modification contains false or misleading information.

clientDeleteProhibited, serverDeleteProhibited - status is used to prevent removal of the domain name from the register. This status should not be applied by Registrar in case of nonpayment of the previous or current registration period.

clientRenewProhibited, serverRenewProhibited - status is used to lock auto renewal of the domain name. If there is this status then after the expiration of the paid period, the status ServerHold is automatically assigned to the domain name.

clientTransferProhibited, serverTransferProhibited - prohibits the transfer procedure. Status is set in exceptional cases mentioned in Section 3 of Inter-Registrar Transfer Policy:

  • a) found evidence of fraud;
  • b) act in accordance with Domain Name Dispute Policy;
  • c) by a court of competent jurisdiction;
  • d) in case of a dispute between the Registrant and Administrative contact;
  • e) in case of a written objection from the Registrant (email, fax, etc.);
  • f) the domain name has already had the status "Lock" meaning that the Registrar has exposed feasible and reasonable requirements to the Registrant for the removal of the status "Lock";
  • g) the period of 60 calendar days has not expired for a newly registered domain name;
  • h) the period of 60 calendar days has not expired (or a shorter period, unless specifically defined) after the previous transfer (except for transfer back to the previous Registrar in the case where both Registrars came to an agreement and/or when the process of dispute resolution indicates so).

The Registrar shall not use transfer procedure as a mechanism of the insurance payment from the registrant. Exceptions to these requirements are as follows:

  • 1) In the case of non-payment of the previous registration period, if transfer is requested after this period;
  • 2) In the case of non-payment of the current registration period, if transfer is requested before the expiration of the registration period.

pendingTransfer - a request to transfer a domain from one registrar to another.

pendingDelete - established by Registry if the domain is to be removed.

4. Registry Politics default

4.1. Initial registration - cancellation of domain name registration is possible during the first 24 hours with the return of funds on personal account.

4.2. Domain name transfer between registrars: Minimum term of increase of domain name support for transfer - 0 years (renewal); if a request to transfer left unanswered (there is no explicit confirmation or cancellation of the transfer by the current registrar), transfer will be executed by the Registry automatically after 5 days from the moment of transfer request from the receiving Registrar.

4.3. Auto renewal of a domain name support period:

4.3.1. In the case of the expiration of the domain name, the Registry automatically prolongs period of support for 1 year with debit the appropriate amount from the personal accounts of the registrar.

4.3.2. If the Registrar sets the status clientRenewProhibited, domain name is transferred to the status serverHold up to 30 days. After this period, the Registry forcibly removes the status clientRenewProhibited, which leads to the automatic renewal of support for 1 year with debit the appropriate amount from the personal accounts of the registrar.

4.4. Transfer between registrants - is produced by modifying the domain name with creation of a new Registrant contact. Change of the domain name Registrant by modifying the appropriate contact person is not allowed.

5. Payment for services

5.1. Advance payment system. Registration of payments and consumed services is on the personal account of the Registrar. The Registrar must have sufficient funds on the personal account to carry out his operations (registration, renewal, transfer);

5.2. An invoice for prepayment is produced after the request of the Registrar by email, fax or mail. The Registrar specifies amount of the invoice.

5.3. Replenishment of the Registrar personal account is produced only after the actual receipt of funds on the account of KazNIC;

5.4. Credit limit. Credit limit can be given by the Registry to the Registrar who recharges his account in time. Availability of credit limit allows the Registrar to carry out operations (registration, renewal, transfer) in the absence of money on the personal account. Credit limit amount can not exceed half the average monthly working capital of the Registrar. Repayment of the credit limit must be made not later than 10th of the next month. In case of non payment within the prescribed period, the credit limit will be denied.

5.5. Account documentation is sent to the Registrar by mail on a quarterly basis until the 20th of the month following the reporting period. One copy of the reconciliation statement after the signing of the Registrar to be returned to KazNIC within 15 days of the second month following the reporting one.

6. Domain Name Availability

Not every requested domain name may be available for registration in the Register. The reasons that a particular domain name may not be available for registration can be:

  • a) there already exists a registration in the Register with the domain name that is identical to the requested one. The expiry date of the paid support period ("expired" field in the registration record) does not mean the domain name will be available by the end of this period and it may be extended at the request of the Registrant at any time for up to 10 years.
  • b) The requested domain name is entered in a "stop-list" - the names which are not available for registration. When you check the domain name in the register, the reason for unavailability is given (field <domain:reason> in response to the request for <domain:check> EPP). If there is a period limitation then it is also stated in the response.
  • c) Registration of a domain name identical to the requested one was recently removed from the Register. After removal of the domain name from the Register by the Registrar (command <domain:delete>) it becomes available for registration after 60 days.

Registration of a domain name which is temporarily unavailable after the removal from the Register for a period of unavailability can be made by the previous registrant of the domain name or the person that initiated the dispute resolution procedures under this name before its removal from the Register in accordance with the Dispute Resolution Policy.

7. Violation

Registrar agrees that non-observance of any conditions of this Regulation of interaction of Registrar and Registry KazNIC can be regarded as a serious violation, and may give written notification to the Registrar with a description of such violation. If, within fifteen days (15) since the mailing of such notice the Registrar refuses to give an explanation, which is reasonably satisfactory to KazNIC that he has not violated its obligations, then KazNIC may request the cancellation of accreditation from the Administrator of the top level domain .KZ - Kazakhstan Association of IT-companies.
